根據(jù)總局關(guān)于電子營業(yè)執(zhí)照申領(lǐng)的方案設(shè)計，上海推出了企業(yè)外籍法定代表人通過電子郵件申領(lǐng)電子營業(yè)執(zhí)照的舉措，屬于全國首創(chuàng)！特別疫情期間，法定代表人“足不出戶”就能申領(lǐng)電子營業(yè)執(zhí)照。
適用范圍
根據(jù)《電子營業(yè)執(zhí)照管理辦法（試行）》（國市監(jiān)注〔2018〕249號），市場主體設(shè)立登記后首次領(lǐng)取和下載電子營業(yè)執(zhí)照，以及辦理變更登記后重新領(lǐng)取和下載電子營業(yè)執(zhí)照，應(yīng)由經(jīng)市場監(jiān)管部門登記的公司法定代表人、合伙企業(yè)執(zhí)行事務(wù)合伙人、個人獨資企業(yè)投資人、個體工商戶經(jīng)營者、農(nóng)民專業(yè)合作社法定代表人以及各類企業(yè)分支機(jī)構(gòu)負(fù)責(zé)人領(lǐng)取和下載。
申請條件
法定代表人為外籍、港澳臺人員可以使用郵件遠(yuǎn)程下載方式下載電子執(zhí)照。
辦理流程
步驟一：法定代表人簽署《電子營業(yè)執(zhí)照下載確認(rèn)書》，并委托他人到登記機(jī)關(guān)現(xiàn)場提交，登記機(jī)關(guān)將電子營業(yè)執(zhí)照下載二維碼發(fā)送到法定代表人指定的本人電子郵箱，由法定代表人本人通過郵件遠(yuǎn)程掃碼下載。（掃描下方二維碼，下載電子營業(yè)執(zhí)照指南及電子營業(yè)執(zhí)照下載確認(rèn)書）
STEP ONE: The legal representative signs the Letter of Confirmation for downloading E-license, and authorizes others to submit this document to the registration authority. The registration authority sends the QR code for downloading E-license in the form of an E-mail to the designated E-mail address of the legal representative, then the legal representative can scan the code to download the E-license.（Scan the QR code to download the guidebook of E-license and theconfirming notice for downloading E-license.）
步驟二：法定代表人用微信掃“電子營業(yè)執(zhí)照”微信小程序碼。

步驟三：法定代表人“登錄郵箱”，點擊收件箱中的“遠(yuǎn)程下載手機(jī)版電子營業(yè)執(zhí)照下載鏈接” (圖1)。
STEP THREE: The legal representative may receive the downloading link of the Electronic Business License by “l(fā)ogging into the Email” and open the “inbox”. Click the “downloading link to remotely download the mobile version of the Electronic Business License” in the user’s email. (Image 1)
進(jìn)入下載驗證界面(圖2)，輸入統(tǒng)一社會信用代碼和登記時向登記機(jī)關(guān)提交的法定代表人證件號碼，點擊“信息驗證”按鈕。
Enter the downloading verification page (Image 2), enter the Unified Social Credit Code and the ID number of the legal representative which are submitted to the registration authority at the time of the registration, and click the button of “information verification”.
信息驗證正確，進(jìn)入電子執(zhí)照下載二維碼頁面（圖3）。

步驟四：法定代表人使用電子營業(yè)執(zhí)照微信小程序的“掃一掃”掃描電子營業(yè)執(zhí)照下載二維碼，輸入法定代表人的姓名、證件號碼和手機(jī)號碼。
STEP FOUR: The legal representative may use the “scan” function in WeChat Electronic Business License Mini Program to scan the QR code of downloading Electronic Business License (Image 4) and enter the name, ID number and mobile phone number of the legal representative. (Image 5)
確認(rèn)以上市場主體信息無誤后，閱讀并同意《執(zhí)照下載聲明》，點擊“下載”進(jìn)行下載執(zhí)照。執(zhí)照下載成功后展示執(zhí)照圖片，初始密碼為123456。
After confirming the above information of the legal entity is correct, read and consent the Statement of Downloading License, and click “download” to download the license. The picture of the license will show up after downloading the license successfully, and the initial password is 123456.
